The tinted band across the top of each sheet is the binding zone: the three circles mark where a wire-o or spiral punch goes, and nothing prints inside it. Ask the binder for wire-o along the 297mm top edge with a hanging loop. The Regional Office submission, with its front page and the notes on every date that moved, is a separate file.
